BOARD

The CEC Board Members

The Board is made up of members from both jurisdictions, and meets every month. All committee members are representatives on LAMA or NAC NI. Councillor John Connor is chairman and Councillor Ronnie Ferguson is Secretary.

Chairman: John Connor
Roscommon County Council
John was first elected as a Fine Gael councillor in Roscommon in 1985, and is a former member of Dail Eireann and Seanad Eireann.  As well as being the county rep on LAMA, he is also the current president of the Irish United Nations Association.
He serves on his council’s Planning Special Policy Committee.  As the present chairman, he would like to see the CEC become a lead agency in North-South and European-wide councillor cooperation.
Secretary: Ronnie Ferguson
Ards Borough Council
Ronnie is an Ulster Unionist councillor who has served as Secretary of the Confederation since its establishment in 1999, and is also a long-serving Secretary of the National Association of Councillors in Northern Ireland. He is a former Mayor of Ards, and is a director on numerous companies as well as being Chairman of the Kingdoms of Down and the Ards Football Club. He also serves as an Assembly Researcher.
Ronnie hopes that the work of the CEC is the start of better things to come, and that it can be built on and continued into the future.
Vice Chairman: Hubert Nicholl
Ballymena Borough Council
Hubert served as mayor of Ballymena in 2002/03, and is also a Researcher for the NI Assembly. He is a board member for various bodies, including the NI Drainage Council, INTERREG II and the Ballymena Local Strategic Partnership, and is a director with the Causeway Coast and Glens Heritage Trust.
Hubert hopes that the Confederation will bring together councillors right across the EU for learning about our different and diverse cultures and that members will be more aware of what the EU has to offer.
Billy Ireland
Kilkenny County Council
Now in his twenty-sixth year as a Fine Gael councillor in Kilkenny, he served as the council chairman in 1988/89, and is the current Vice Chairman of the Local Authority Members' Association.
Billy is a member of the Kilkenny Vocational Education Committee and the Special Policy Committee on Roads and Transportation.
He is also a director with the Irish Public Bodies Mutual Assurance.
Peter O'Hagan
Lisburn City Council
Peter is an SDLP councillor and was mayor of Lisburn in 1998-2000. He is the current treasurer of the National Association of Councillors NI and is chairman of the Lough Neagh Partnership. He is a former chairman of the Lisburn Partnership and Lisburn City Economic Development.
Peter believes that the Confederation can flourish as a vibrant organisation, and hopes that it can develop cooperation locally, nationally and in European terms.
Declan Bree
Sligo County and Borough Councils
Councillor Bree represents the Labour party on both local councils in Sligo and has just come off the back of a term as mayor of Sligo Borough.
He also served as a member of Dail Eireann for Sligo-Leitrim from 1992 to 1997.
Declan is a representative on the General Council of County Councils and the Local Authority Members Association, and is a member of the Sligo County Enterprise Board.
Michael Cahill
Kerry County Council
Coopted to the council in 1990, Michael Cahill is a Fianna Fail representative and is the county rep on LAMA.  He also holds membership of the South West Regional Authority and Assembly, Land Registry Board, Housing SPC, Rural Water Committee, Glenbeigh Community Council Ltd and the Cahirciveeen ESB Scheme.
Michael hopes that the CEC will prove to be a proactive organisation, promoting worthwhile North-South schemes.
Senator James Bannon
Longford County Council
A farmer and auctioneer from Legan Co. Longford, James was elected to Seanad Eireann in 2002, and is the party's senate spokesman on the Environment and Local Government. He was first elected to Longford County Council in 1995, and was the youngest ever Chairman in 1991/92. He has been a LAMA executive member since 1991 and is the current General Secretary.
James can see the CEC expanding within the EU, while continuing to promote best practice within councils and good relationships between members.
Niall Dennehy
Clonmel Borough Council
A self employed consultant and a Fianna Fail member of Clonmel Borough Council since 1994, Niall is a new representative on the Local Authority Members’ Association.
A former mayor of Clonmel, he is also a member of the Association of Municipal Authorities of Ireland, the Tipperary Joint Libraries Committee and Tipperary Development Board.
Cllr Dennehy hopes to see the Confederation improving councillor relations in our jurisdictions.

Cllr Hendy is now in his fourteenth year on the council as a Fine Gael representative, and in another terms as the Kildare rep on LAMA.
A member of the Southern and Eastern Regional Assembly, he is also chairman of the local SPC and the Mid East Regional Authority.
He would like to see the Confederation playing a role in promoting better understanding in local government throughout these islands.

South Dublin County Council
Cait is originally from Galway, but now sits at a Progressive Democrat councillor with South Dublin CC, where she is chairperson of the Environmental SPC. An executive member of LAMA, she also serves on the VEC as well as the Library Board of NUI Galway. As well as being a public representative, Cait is also a teacher and a schools advisor.

Jim McBriar
Ards Borough Council
From Comber Co. Down, Jim is the current mayor of Ards Borough Council and has served the local community since the formation of that council in 1973. It is twenty years since he last held the mayor's office, and the retired farmer is a well-established member of the Alliance Party. He was deputy mayor in 2002/03. He is also the Northern Ireland chairman for the National Society for Clean Air.
Jim hopes that the Confederation can succeed in its objectives as a cross border body, and perhaps can start to expand and develop as an organisation in a manner that would be relevant in European terms.
Maura Maguire Lynch
Cavan County Council
Maura Maguire Lynch has been a Fine Gael councillor for the Belturbet area since 1999, and follows in her father’s footsteps as a local politician and a county rep on the Local Authority Members Association.

Francie feels that the Confederation is an important means of bringing people together and building on peace and reconciliation, as well as developing the European perspective.
John Norris
Castlereagh Borough Council
John is a DUP councillor at Castlereagh where he has held the office of mayor in 1998/99 and 2002/03, and as deputy mayor in 1997/98. He has served as chair with all the council committees.
